WHAT IS A VISA?
     
 

Visa is the approval for transit through the territory of the Republic of Croatia or entering the Republic of Croatia and for a stay of up to three months in each six-month period counting from the date of the first entry.
Possession of a visa does not grant the entry to the Republic of Croatia. Other legal requirements for granting an alien the entry to the Republic of Croatia must also be met (Articles 34 35 and 36 of the Aliens Act, Croatian Official Gazette No. 130/11).
The visa regime is prescribed by the Croatian Government.

An alien may not work in the territory of the Republic of Croatia on the basis of a visa.
 
   
  TYPES OF VISAS
     
 
  • SHORT TERM VISA
    Short-term visa may be issued for one, two or multiple transits through the territory of the Republic of Croatia with duration of stay necessary for transit.
    Short-term visa may be issued for one, two or multiple entries into the Republic of Croatia, for tourist, business, personal or other purposes. Validity period of this kind of visa may be up to five years depending on the circumstances of the planned visit. 
    Continuous stay or total duration of consecutive stays may not exceed three months in each six-month period counting from the date of the first entry.
  • AIRPORT TRANSIT VISA
    As a general rule, an alien who shall not leave the international transit area in between flights at a Croatian airport or on international flights shall not require a visa.
    By way of derogation from that rule, the Croatian Government may stipulate that nationals of certain countries and holders of travel document issued by authorities of such countries shall require an airport-transit visa.
    This visa is issued for one, two or several transits through the airport international transit area, with validity period of up to 6 months.
 
     
   
  VISA APPLICATION FORM
     
 

Visa application shall be lodged on the form prescribed by Annex I of the Ordinance on Visas of the Republic of Croatia (Croatian Official Gazette No. 7/2013, effective 1 February 2013).
An applicant shall fill in the visa application form in Latin alphabet, with capital letters and sign it personally.
Beneficiary of the travel document of the applicant shall also fill in the visa application form prescribed by the Ordinance on Visas.
A visa application for an alien minor or an alien deprived of his/her business capacity shall be submitted by his/her legal representative, who shall sign the form.

  PROCEDURE
     
 

Aliens who are subject to visa requirement are obliged to apply for a visa prior to their entry into the Republic of Croatia at the responsible Croatian diplomatic mission/consular post according to their place of residence, or at the diplomatic mission/consular post of the country that is representing Republic of Croatia in visa matters according to the bilateral agreement.
If an alien is not a national of the country where the application is lodged, he/she must prove legal residence in that country.
If there is no Croatian diplomatic mission or consular post in the applicant's country, application for visa may be submitted to the nearest Croatian diplomatic mission/consular post.
As a general rule, an alien shall lodge a visa application personally. Exceptionally, when there are justifiable reasons, an alien need not lodge the application personally, but he/she shall present him/herself when called upon by the diplomatic mission/consular post.
A visa application for an alien minor or an alien deprived of his/her business capacity shall be submitted by his/her legal representative.
A visa application shall be lodged no sooner than three (3) months prior to the date of the intended trip.
Aliens shall enclose the following documents with the application:

  • valid travel document
    • the period of validity of the travel document should exceed that of the visa's by three months
    • travel document must be issued in the preceding 10 years
    • travel document must include at least two empty pages
  • colour photo 35x45 mm
  • supporting documents that prove:
    • the purpose of the journey to the Republic of Croatia,
    • ensured accommodation,
    • means of subsistence to cover their stay in the Republic of Croatia and the return to their country of origin or to a third country have been provided,
    • means of transport and their intention to return to their country of origin or to a third country
  • travel health insurance

 
     

   
  LETTER OF GUARANTEE FOR AN ALIEN
     
 

1. Alien is on a private visit, invited by a natural person

An alien coming to the Republic of Croatia on a private visit shall enclose with the visa application the letter of guarantee, as proof of the purpose of their visit, filled out by a guarantor – natural person from Croatia.
The content of the letter of guarantee is stipulated by the Annex 5 of the Ordinance on Visas (Official Gazette No. 7/2013).
The guarantor can be a Croatian national or an alien with granted temporary or permant residence in Croatia, who receives income or has financial means in the Republic of Croatia.
The guarantor shall enclose with the letter of guarantee a proof of continuous source of income in the Republic of Croatia during the last three months (certificate of salary, certificate of pension) or a corresponding proof of possessing funds in the bank.
The guarantor's signature on the letter of guarantee shall be certified by a public notary.
If the guarantor is present on the occasion of lodging the visa application, the signature on the letter of guarantee may also be certified:

  • by the Croatian diplomatic mission/consular office if the guarantor is a Croatian national, or
  • by the competent authority of the receiving state, if the guarantor is an alien.

The diplomatic mission/consular office with which the alien has submitted their visa application for the purpose of a private visit shall keep the original copy of the letter of guarantee in the case file.
The applicant shall be handed out a certified photocopy of the letter of guarantee, so that they may present a proof of the purpose of their stay in the Republic of Croatia if requested so by a body competent for state border control.

2. Alien is on a business visit, invited by a legal person

2. Alien is on a business visit, invited by a legal person

An alien coming to the Republic of Croatia on a business visit shall enclose with the visa application the letter of guarantee, as proof of the purpose of their visit, filled out by a guarantor – legal person registered in Croatia.
The content of the letter of guarantee is stipulated by the Annex 5 of the Ordinance on Visas (Official Gazette No. 7/2013). The guarantor shall enclose with the letter of guarantee a document proving its liquidity ("Bon 1" or "Bon 2", or certificate of the commercial court that no liquidation proceedings have been initiated, etc.).
The letter of guarantee shall be signed by the person authorised to represent the guarantor and certified by an official stamp.
The diplomatic mission/consular office with which the alien has lodged their visa application for the purpose of a business visit shall keep the original copy of the letter of guarantee in the case file.
The applicant shall be handed out a certified photocopy of the letter of guarantee, so that they may present a proof of the purpose of their stay in the Republic of Croatia if requested so by a body competent for state border control.

  HEALTH OR TRAVEL HEALTH INSURANCE
     
 

An appropriate and valid travel health insurance covers the costs that might occur during a foreigner’s stay in the Republic of Croatia in regard to the return to his homeland due to health reasons, urgent medical assistance and/or urgent hospital treatment.
Applicants for travel visas for one or two entries have to provide a proof of health insurance and a policy of an appropriate and valid travel health insurance covering the entire period of their stay in the Republic of Croatia.
Applicants for travel visas with multiple entries have to provide a proof of health insurance and a policy of an appropriate and valid travel health insurance covering the period of their first stay in the Republic of Croatia.
Applicants are obliged to take out travel health insurance with an insurance company in the country of residence. If that is not possible, travel health insurance needs to be taken out in another country.
Natural or legal persons from the Republic of Croatia inviting the applicant can on his/her behalf take out travel health insurance with an insurance company from the Republic of Croatia.
The lowest sum insured must be in kuna equivalent of €30,000 (thirty thousand euros).
Furthermore, applicants for travel visas with multiple entries have to fill out and sign a statement regarding travel health insurance for subsequent visits.

  • Members of immediate family of a Croatian national (spouse and children),

REGULATION
ON THE VISA REGIME


 

Article 1

This Regulation lays down the visa regime of the Republic of Croatia and financial means that a foreign national needs in order to cover his/her subsistence during his/her short stay (henceforth: a stay of up to 3 months) in the Republic of Croatia and return to the country of origin or transit to a third country.
 

Article 2

Nationals of the following states do not require a visa for entering the Republic of Croatia and for a stay of up to 3 months or for passing through the territory of the Republic of Croatia:
–     Republic of Albania, Principality of Andorra, Antigua and Barbuda, Argentine Republic, Australia, Republic of Austria, Commonwealth of the Bahamas, Barbados, Kingdom of Belgium, Bosnia and Herzegovina, Federative Republic of Brazil, Brunei Darussalam, Republic of Bulgaria, Canada, Republic of Chile, Republic of Costa Rica, Republic of Cyprus, Czech Republic, Kingdom of Denmark, Republic of Estonia, Republic of Finland, French Republic, Federal Republic of Germany, Republic of Guatemala, Hellenic Republic, Holy See, Republic of Honduras, Hungary, Republic of Iceland, Ireland, State of Israel, Italian Republic, Japan, Republic of Korea, Republic of Latvia, Principality of Liechtenstein, Republic of Lithuania, Grand Duchy of Luxemburg, Republic of Macedonia, Malaysia, Republic of Malta, Republic of Mauritius, United Mexican States, Principality of Monaco, Montenegro, Republic of Nicaragua, Kingdom of the Netherlands, New Zealand, Kingdom of Norway, Republic of Panama, Republic of Paraguay, Republic of Poland, Portuguese Republic, Romania, Republic of El Salvador, Saint Christopher and Nevis, Republic of San Marino, Republic of Singapore, Republic of Seychelles, Republic of Serbia, Slovak Republic, Republic of Slovenia, Kingdom of Spain, Kingdom of Sweden, Swiss Confederation, Republic of Turkey, United Kingdom of Great Britain and Northern Ireland, Eastern Republic of Uruguay, United States of America, Bolivarian Republic of Venezuela.
The exemption from the visa requirement also applies to the following holders of valid travel documents of the Kingdom of Great Britain and Northern Ireland:
–     British Nationals (Overseas);
–     British Overseas Territories Citizens who have the right of abode in the United Kingdom, and
–     British Subjects who have the right of abode in the United Kingdom.
The exemption from the visa requirement also applies to the holders of valid travel documents issued in the Hong Kong Special Administrative Region of the People’s Republic of China and in the Macao Special Administrative Region of the People’s Republic of China.
The exemption from the visa requirement also applies to holders of passports issued in the territory of Taiwan, if the passport includes an identity card number.
 

Article 3

Nationals of the following states may enter the Republic of Croatia with a valid identity card or a document confirming their identity and nationality:
–     European Economic Area (further: EEA), Principality of Andorra, Holy See, Principality of Monaco, Republic of San Marino, Swiss Confederation.
 

Article 4

Nationals of the following states require a visa for entering the Republic of Croatia and for a stay of up to 3 months days as well as for passing through the territory of the Republic of Croatia:
–     Islamic Republic of Afghanistan, People’s Democratic Republic of Algeria, Republic of Angola, Republic of Armenia, Azerbaijani Republic, Kingdom of Bahrain, People’s Republic of Bangladesh, Republic of Belarus, Belize, Republic of Benin, Kingdom of Bhutan, Pluralistic Republic of Bolivia, Republic of Botswana, Burkina Faso, Republic of Burundi, Kingdom of Cambodia, Republic of Cameroon, Republic of Cape Verde, Central African Republic, Republic of Chad, People’s Republic of China, Republic of Columbia, Union of the Comoros, Democratic Republic of Congo, Republic of the Congo, Republic of Côte d’Ivoire, Republic of Cuba, Republic of Djibouti, Commonwealth of Dominica, Dominican Republic, Republic of Ecuador, Arab Republic of Egypt, Republic of Equatorial Guinea, Eritrea, Federal Democratic Republic of Ethiopia, Republic of the Fiji Islands, Gabonese Republic, Republic of The Gambia, Republic of Georgia, Republic of Ghana, Grenada, Republic of Guinea, Republic of Guinea-Bissau, Republic of Guyana, Republic of Haiti, Republic of India, Republic of Indonesia, Islamic Republic of Iran, Republic of Iraq, Jamaica, Hashemite Kingdom of Jordon, Republic of Kazakhstan, Republic of Kenya, Republic of Kiribati, Democratic People’s Republic of Korea, State of Kuwait, Kyrgyz Republic, Lao People’s Democratic Republic, Lebanese Republic, Republic of Liberia, Libya, Kingdom of Lesotho, Republic of Madagascar, Republic of Malawi, Republic of Maldives, Republic of Mali, Republic of the Marshall Islands, Islamic Republic of Mauritania, Federated States of Micronesia, Republic of Moldova, Mongolia, Kingdom of Morocco, Republic of Mozambique, Union of Myanmar, Republic of Namibia, Republic of Nauru, Federal Democratic Republic of Nepal, Republic of Niger, Federal Republic of Nigeria, Sultanate of Oman, Islamic Republic of Pakistan, Republic of Palau, Papua New Guinea, Republic of Peru, Republic of the Philippines, State of Qatar, Rwandese Republic, Russian Federation, Saint Lucia, Saint Vincent and the Grenadines, Independent State of Samoa, Democratic Republic of Sao Tome and Principe, Kingdom of Saudi Arabia, Republic of Senegal, Republic of Sierra Leone, Solomon Islands, Somali Republic, Republic of South Africa, Republic of South Sudan, Democratic Socialist Republic of Sri Lanka, Republic of Sudan, Republic of Suriname, Kingdom of Swaziland, Syrian Arab Republic, Republic of Tajikistan, United Republic of Tanzania, Kingdom of Thailand, Democratic Republic of Timor-Leste, Togolese Republic, Kingdom of Tonga, Republic of Trinidad and Tobago, Republic of Tunisia, Turkmenistan, Tuvalu, Republic of Uganda, Ukraine, United Arab Emirates, Republic of Uzbekistan, Republic of Vanuatu, Socialist Republic of Viet Nam, Republic of Zambia, Republic of Zimbabwe, Republic of Yemen.
The visa requirement also applies to holders of travel documents issued in the territory of the Palestinian Authority, the entity not fully recognized as a subject in terms of international law.
The visa requirement also applies to the following holders of valid travel documents of the United Kingdom of Great Britain and Northern Ireland:
–     British Overseas Territories Citizens who do not have the right of abode in the United Kingdom,
–     British Overseas Citizens,
–     British Protected Persons, and
–     British Subjects who do not have the right of abode in the United Kingdom.
The Government of the Republic of Croatia may introduce a provisional suspension of the visa regime for a certain period, for nationals of some states.
 

Article 5

By way of exception from Article 4 of this Regulation, unless stipulated otherwise by international agreements, holders of valid diplomatic and service passports of the following states do not require a visa for entering the Republic of Croatia and for a stay of up to 3 months or for passing through the territory of the Republic of Croatia:
–     Republic of Armenia, Pluralistic Republic of Bolivia, People’s Republic of China, Republic of Columbia, Republic of Cuba, Arab Republic of Egypt, Georgia, Republic of India, Republic of Indonesia, Islamic Republic of Iran, Republic of Kazakhstan, Republic of Kosovo, Republic of Moldova, Kingdom of Morocco, Sultanate of Oman, Republic of Peru, Republic of the Philippines, State of Qatar, Russian Federation, Republic of South Africa, Kingdom of Thailand, Republic of Tunisia, Ukraine, United Arab Emirates, Socialist Republic of Vietnam.
By way of exception from Article 4 of this Regulation, holders of valid diplomatic passports of the following countries do not require a visa for entering or staying for up to 3 months in the Republic of Croatia, or for passing through the national territory of the Republic of Croatia:
–     People's Democratic Republic of Algeria
–     Hashemite Kingdom of Jordan.
 

Article 6

By way of exception from Article 4 of this Regulation, holders of valid diplomatic, service or ordinary passports, if they are accredited to the Diplomatic Protocol of the Ministry of Foreign and European Affairs, and if a seal of the Diplomatic Protocol of the Ministry of Foreign and European Affairs has been affixed to their passport and a special identity card has been issued to them, do not require a visa for entering the Republic of Croatia.
For the purpose of this Regulation, ordinary passports shall be the passports issued by states to their nationals pursuant to the general regulations on the issuance of travel documents, granting their holders no special privileges.
 

Article 7

By way of exception from Article 4 of this Regulation, nationals of the Russian Federation, holders of valid ordinary passports, do not need a visa for entering the Republic of Croatia if they have:
–     a certified letter of guarantee by a natural or legal person; or
–     a voucher on a paid tourist package.
 

Article 8

By way of exception from Article 4 of this Regulation, unless stipulated otherwise by international agreements, the Government of the Republic of Croatia may, under the condition of reciprocity, decide upon exemption from the visa regime for nationals of certain states, holders of valid ordinary passports, who are:
–     members of civilian flight crews, if the general declaration and flight schedule contain the appropriate confirmation and notation;
–     members of civilian flight crews or accompany staff on emergency or rescue flights, if the general declaration and flight schedule contain the appropriate confirmation and notation;
–     members of civilian ship crews, if they are listed in the ship staff register and crew list.
 

Article 9

Nationals of the following states are obliged to obtain an airport-transit visa:
–     Islamic Republic of Afghanistan, People’s Republic of Bangladesh, Democratic Republic of Congo, Eritrea, Federal Democratic Republic of Ethiopia, Republic of Ghana, Islamic Republic of Iran, Republic of Iraq, Federal Republic of Nigeria, Islamic Republic of Pakistan, Somali Democratic Republic, Democratic Socialist Republic of Sri Lanka.
By way of exception from paragraph 1 of this Article, nationals of the above listed countries, holders of valid ordinary passports, do not require an airport-transit visa if they are in possession of a residence permit issued by one of the following states:
–     EEA member states, Principality of Andorra, Canada, Holy See, Japan, Principality of Monaco, Republic of San Marino, Swiss Confederation, United States of America,
if the holder’s return to the issuing country is guaranteed.
The requirement of an airport-transit visa does not apply to holders of valid diplomatic, service or special passports.
 

Article 10

Holders of the following valid special travel documents or equally valid travel documents are obliged to obtain a visa for entering the Republic of Croatia and for a stay of up to 3 months and for passing through the territory of the Republic of Croatia:
–     travel documents for refugees issued by signatory states to the Geneva Convention Relating to the Status of Refugees of 28 July 1951,
–     travel documents for stateless persons issued by signatory states to the Geneva Convention Relating to the Status of Stateless Persons of 28 September 1954,
–     travel documents for foreign nationals.
By way of exception from paragraph 1 of this Article, holders of valid travel documents for refugees or travel documents for stateless persons issued in:
–     EEA member states, Principality of Andorra, Canada, Holy See, Japan, Principality of Monaco, Republic of San Marino, Swiss Confederation, United States of America,
do not require a visa for entering the Republic of Croatia and for a stay of up to 3 months or for passing through the national territory of the Republic of Croatia.
By way of exception from paragraph 1 of this Article, holders of valid travel documents issued in:
–     EEA member states, Principality of Andorra, Canada, Holy See, Japan, Principality of Monaco, Republic of San Marino, Swiss Confederation, United States of America,
do not require a visa for entering the Republic of Croatia and for a stay of up to 3 months or for passing through the national territory of the Republic of Croatia if the holder is enabled to return to the country of document issuance.
Holders of valid special travel documents issued in the states listed in Article 9 paragraph 1. of this Regulation are obliged to obtain an airport-transit visa.
 

Article 11

Holders of valid special travel documents issued by the United Nations or its specialized institutions (Laissez-Passer) do not require a visa for entering the Republic of Croatia and for a stay of up to 3 months or for passing through the national territory of the Republic of Croatia.
 

Article 12

A foreign national submitting an application for a visa to a diplomatic mission or a consular office of the Republic of Croatia or of another country with which the Republic of Croatia has concluded an agreement on the representation in the issuing of visas is obliged to prove that he/she has sufficient financial means to cover his/her subsistence during his/her stay in the Republic of Croatia and his/her return to the country of origin or transit to a third country.
When a foreign national enters the Republic of Croatia, a body in charge of state border crossing control is authorized to request him/her to present financial means necessary to cover his/her subsistence during his/her stay in the Republic of Croatia and return to the country of origin or transit to a third country.
The amount of financial means from paragraphs 1 and 2 of this Article is fixed at the equivalent of 100 € (in words: one hundred euros) per day of the estimated stay in the Republic of Croatia.
If a foreign national is in possession of a certified letter of guarantee by a natural or legal person from the Republic of Croatia, proof of a tourist booking or a similar document, he/she is obliged to present proof that he/she possesses the amount equivalent to 50 € (in words: fifty euros) per day of the estimated stay in the Republic of Croatia.
 

Article 13

On the date of the entry into force of this Regulation, the Regulation on the Visa Regime (Official Gazette Nos. 41/08, 56/09,153/09 and 148/10) shall cease to have effect.
 

Article 14

This Regulation shall enter into force on 1 June 2012.
